The admin can turn masking on or off from the backend and choose which customer info to hide from vendors.

Data Privacy Enforcement 

When masking is turned on, the module hides customer names, emails, phone numbers, and addresses. Vendors can still manage orders, but they can’t see personal info.

If the address is hidden, vendors are not allowed to create shipments. Only the admin can do it in those cases.
