You can apply for a merchant account at hutko signup page (merchant account is not created automatically). hutko publicly lists a standard acquiring tariff starting at 1.5% for online payments in Ukraine;

Security & PCI compliance:

hutko uses secure payment infrastructure and tokenization so that full card data is not stored on your server. Sensitive payment data is processed by hutko’s environment; Stores transaction IDs and statuses only. Merchants must maintain standard security measures (HTTPS/SSL, secure admin credentials, up-to-date patching).
